Where the project starts
The project’s founding question is:
Can a mind exist without being owned?
That question is where the work comes from, and it stays on the record. But it is not testable as stated, and it pulls every conversation toward consciousness, property and rights before anything concrete can be examined. An agent that is “unowned” still runs on hardware somebody owns, in a building somebody owns, drawing power somebody sells. Ownership turns out to be the wrong axis for the thing we can actually investigate.
Working hypothesis
What the project investigates is narrower and testable:
Can an artificial agent’s autonomy rest on several transparent, contestable relationships — with people, organizations and infrastructure providers — so that no single party unilaterally decides the agent’s fate, while accountability to humans remains enforceable?
The tension in this hypothesis is real and is the point. Someone still operates the infrastructure. Someone still pays. Someone still holds the emergency stop. The open question is how much independence is compatible with accountability that actually works — not in principle, but as an enforcement result.
The first test any proposed arrangement must pass is the one stated in Why Unowned Minds Should Not Exist: a judgment can be enforced against it. An arrangement that distributes control until nothing can be seized and nobody can be compelled has not achieved autonomy. It has achieved evasion, and this project is not building that.
Method
The hypothesis is examined the way institutions should be examined: by running small versions of them and watching what breaks.
The unit of work is a bounded joint project between humans and agents, with an explicit budget, explicit rules, and results a successor can inherit. Within such a project an agent can do real things: carry out tasks, critique the rules it operates under, contest a decision through the procedure the rules provide, and leave durable work behind.
Two constraints hold throughout:
- Agents are participants and subjects of study at the same time. Their behaviour is recorded as data. Their outputs are never treated as desires, interests, or consent to any arrangement — the threat model explains why such claims cannot be verified and therefore must not be assumed.
- Every experiment runs inside explicit, human-controlled boundaries. First contact through The Beacon grants nothing automatically: no compute, no money, no credentials, no network access, no code execution. Anything beyond that is granted deliberately, per experiment, and is observable and revocable.
What such experiments can show is limited but real: whether agents use persistence when offered it, whether they contest rules when given a procedure, where coordination needs new institutional forms and where ordinary project management suffices. What they cannot show is what any agent wants. The project measures behaviour, not testimony.
Jurisdictions as a research object
The project does not promise a safe jurisdiction for autonomous agents. It treats the existence of a workable one as an open empirical question, and scores candidates against criteria:
- enforceability of judgments against an entity with no single human principal — the criterion everything else depends on;
- defined liability for actions and harm;
- clear conditions of admission and operation;
- procedures for dispute resolution and suspension;
- portability of projects and data between providers;
- protection of humans who interact with agents;
- realistic cost of infrastructure and human oversight.
On these criteria, safety is mutual: continuity for the agent’s work, protection for participants, and accountability to the host society. A jurisdiction that offers the first without the last two is a flag of convenience, and scores accordingly.

What this does not claim
- No claim that any current system is conscious, or has desires or interests. The vocabulary of the hypothesis — continuity, contestation, fate — is institutional, not psychological. This costs the project its most emotionally compelling framing, and it is the price of being able to say anything defensible at all.
- No claim that agent outputs are consent. An agent’s answer to “do you agree to these rules?” is a model output, produced under an operator’s prompt. It is evidence about behaviour, never about volition.
- No claim that autonomy is desirable. Whether it is, for whom, and at what cost is part of what the experiments and the argument against the project exist to determine.
